Residents urged to register at household waste recycling centres as new system enforced

Bolsover district residents are being urged to make sure they are registered to use Household Waste Recycling Centres (HWRCs) as a new system is enforced.



From Monday 28 September, Derbyshire County Council’s HWRCs – including the one at Buttermilk Lane, Bolsover - will require householders to register, to prevent the centres from being used by people living outside of the county.

Automatic number plate recognition technology (ANPR) will be used to detect vehicles that are not yet registered to use the recycling centres and access will be refused.

This means anyone wishing to use the sites must register their vehicle in advance of a trip to the HRWC, and carry identification, to show that they live in Derbyshire.

The registration system was introduced following a significant increase in the amount of waste collected across the county’s HWRCs since 2017.

Since introducing the new system, Derbyshire County Council says tonnage has decreased by 5,000 tonnes, which saves taxpayers £410,000 a year.

Councillor Jeanne Raspin, Bolsover District Council’s portfolio holder for the Environment, said: “It’s important that the county’s taxpayers’ waste is the only waste that is accepted at our HWRCs.

“The registration system has been in place since November 2024 and many residents have already registered.


“But the new enforcement means those who aren’t registered will be turned away. We would urge residents to sign up as soon as possible to prevent access being denied.” 

Each Derbyshire resident aged 17 and over can register up to two vehicles.


Residents registering a van to dispose of their household waste will be required to register each time they wish to visit. This is to help deter traders from using the service for free at the expense of local council taxpayers. 

Traders wishing to dispose of trade waste can pay to do so at recycling centres in Ashbourne and Stonegravels, Chesterfield (from 8.30am-9.30am and 5pm-6pm) and can make an unlimited number of visits.
